Angola prepara um Plano de Investimento em Cuidados de Saúde Primários: um plano orçamentado que diga, com números, onde é preciso investir e por que ordem. Para o fundamentar, decorrem duas avaliações nacionais.
A primeira é a avaliação do cenário actual dos Cuidados de Saúde Primários de Angola, desde a estrutura instalada, disponibilidade e prontidão dos serviços, qualidade do cuidado, abrangência da capacidade de resposta, gestão e finanças das unidades. A segunda examina a Gestão das Finanças Públicas na saúde (PFM): como o dinheiro é orçamentado, transferido e executado, do Ministério até ao município.
O trabalho é conduzido pelo Ministério da Saúde com a Organização Mundial da Saúde, no quadro da HIIP e em articulação com os bancos multilaterais de desenvolvimento.
Angola is preparing a Primary Health Care Investment Plan: a costed plan that states, in numbers, where investment is needed and in what order. Two national assessments are under way to ground it.
The first is an assessment of the current state of primary health care in Angola — the infrastructure in place, service availability and readiness, quality of care, the breadth of what facilities can respond to, and their management and finances. The second examines Public Financial Management (PFM) in health: how money is budgeted, transferred and executed, from the Ministry down to the municipality.
The work is led by the Ministry of Health with the World Health Organization, under HIIP and in coordination with the multilateral development banks.
